PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on November 26, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance authorizing the issuance of a purchase order to Evoqua Water Technologies, LLC in the estimated annual amount of $99,180.00 according to actual use, for the purchase of an 18,000 gallon, Turn-Key Hydrogen Peroxide Solution to be utilized at the Missouri River Water Resource Recovery Facility, to be effective for a period of one (1) calendar year and is extendable for four (4) additional one-year periods with approval of the City of Omaha; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance to approve a Streetscape Maintenance Agreement between the City of Omaha and Millwork District I, LLC, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the Millwork Commons site in the vicinity of 12th and Nicholas Streets; to authorize the execution of said Agreement.
An ordinance to approve a Land Lease Agreement between the City of Omaha, and Omaha Cellular Telephone Company dba Verizon Wireless for a period of five (5) years with four (4) additional five-year options; with such Land Lease Agreement being for an annual rent of $25,000.00 which rent will increase 2.5% per year; authorizing the Mayor to sign and the City Clerk to attest the Land Lease Agreement.
An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Hawthorne Court, for the property located at 17662 Welch Plaza, to allow uses listed in Omaha Municipal Code (OMC) Section 55-563 that require approval through the special use permit procedure, providing site development standards.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and HowardStreetRehabOwner, LLC, to implement the 1501 Howard and Standard Rehab Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1501 Howard Street and 500 S 18th Street, which proposes the extensive rehabilitation of two historic buildings for use as affordable housing supported with Low Income Housing Tax Credits (LIHTC). The three story brick building at 1501 Howard will have 16 residential units and 6,726 square feet of first floor commercial uses, and the building at 500 S 18th will have 40 residential units and about 3,719 square feet of first floor commercial use; the agreement authorizes the use of up to $1,316,643.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to accept the bid of Armor Express in the annual amount of $154,900.00, involving appropriations of more than one year as provided in Section 5.17 of the Home Rule Charter, of the City of Omaha, 1956, as amended; for approximately 200 ballistic vest systems per year at a cost of $774.50 per ballistic vest system for the Omaha Police Department, for a period of two years; with two additional one-year options held by the City at the same price, to authorize the Finance Department to make payments from a specified account to Armor Express for the cost of the ballistic vest systems in accordance with the specifications.
An ordinance to amend Sections 23-177, 23-181, 23-402, and 23-403 of the Omaha Municipal Code to reflect changes negotiated for the year 2025 between the City of Omaha and the Functional Employees Group and for the years 2026 to 2028 for healthcare only; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in the Functional Employees Group.
An ordinance to amend Sections 23-402 and 23-403 of the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Civilian Management, Professional, and Technical Employee Council (CMPTEC) for the years 2026 to 2028 for healthcare; to make similar changes to those employees who are the Administrative and Executive Classifications (AEC); to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this ordinance shall not be applicable to those employees in the Functional Employees Group.
An ordinance to approve an Amendment to Agreement which amends Article 19 of the Collective Bargaining Agreement between the City of Omaha and the Omaha City Employees, Local 251, American Federation of State, County and Municipal Employees, AFL-CIO for the years 2025 to 2028 for healthcare; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Autumn Hills Crematorium Services to obtain a minor air emission construction permit for a cremation unit at 7010 “L” Street, Omaha. The potential emissions, in tons, for this project will be: PM 1.8, PM10 1.8, PM2.5 1.8, SOx 0.9, NOx 1.4, VOC 0.2 and CO 1.2.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from November 20, 2024 to December 20, 2024. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
