NOTICE OF PUBLIC HEARING
ON EXTREMELY BLIGHTED AREA (EBA)
DESIGNATION
Notice is hereby given that the Omaha City Council has set Tuesday, December 5, 2023 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the extremely blighted area designation for the following areas: Ames Avenue on the north, Parker, Charles and Hamilton Streets on the south, North 30th Street on the east, and NW Radial Highway and North 40th Street on the west.
The precise boundaries of the study area are: Census Tract 52, Block Group 1, Census Tract 53, Block Group 1, Census Tract 53, Block Group 2, Census Tract 54, Block Group 2, Census Tract 54, Block Group 4, Census Tract 59.02, Block Group 1, and Census Tract 59.02, Block Group 2.
The subject area qualifies for designation as an EBA, in accordance with Nebraska Community Development Law, for the following reasons:
Having an overall average unemployment rate of approximately 13.1 percent, which exceeds the threshold of 6.59 percent.
Having an overall average poverty rate of approximately 26.6 percent, which exceeds the threshold of 20 percent.
The designation of the area as an Extremely Blighted Area (EBA) meets the criteria established by the Nebraska Community Development Law. Approval of the EBA designation will allow for a 20 year TIF financing term for qualifying projects, and will provide owner-occupant homebuyers a Nebraska state income tax credit, and will also give developers of affordable housing projects additional positive consideration when applying for programs that assist the development of such projects.
The Planning Board recommended approval of this Redevelopment Project Plan at the October 4, 2023 public hearing.
A copy of said plan is available for public inspection in the City Clerk’s Office.
The Public Hearing will be held before the City Council of the City of Omaha on December 5, 2023, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.

PUBLIC HEARING NOTICE
30TH AND FOWLER
REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on December 5, 2023, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
30th and Fowler Redevelopment Project Plan.

The redevelopment project plan proposes the demolition of three single family homes in very poor condition and the construction of a new single story commercial/retail building of about 4,185 square feet.
The Planning Board recommended approval of this Redevelopment Project Plan at the October 4, 2023 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $322,179.00. which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, demolition, site preparation, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $2,697,742.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.
