AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northeast of 204th Street and West Dodge Road from AG-Agricultural District, R5-Urban Family Residential District, and R6-Low-Density Multiple-Family Residential District to R5-Urban Family Residential District.

An ordinance (1) to approve an agreement between the City of Omaha and The Connie Rice Institute for Urban Peace dba Urban Peace Institute in the amount of the amount of $164,000.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2022 Community-Based Violence Intervention and Prevention Initiative Grant, Award #15PBJA-22-GG-04731-CVIP, awarded by the Office of Justice Programs; provide funding for Community Violence Intervention Training and Technical Assistance as part of the Engaging Networks within the Community of Omaha to Maintain and Promote a Safe Society (ENCOMPASS) Omaha project; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2024 Project Safe Neighborhoods Grant Program, Award #15PBJA-24-GG-04076-GUNP, in the amount of $109,836.00, during the project period extending from October 1, 2024 to September 30, 2027; to implement the five core elements of PSN – partnerships, strategic planning and research integration, training and technical assistance, and accountability, data analysis, and data-informed efforts – to address specific gun crime and gang violence problems within the target district; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2024 Community-Based Violence Intervention and Prevention Initiative Grant Program, Award #15PBJA-24-GG-03108-CVIP, in the amount of $2,000,000.00, during the project period extending from October 1, 2024 to September 30, 2027; to expand ongoing, targeted violence intervention efforts that identify and serve individuals and groups (i.e., families) at high-risk of involvement in community violence, particularly retaliatory gun violence; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Community Oriented Policing Services, FY 2024 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant Program, Award #15JCOPS-24-GG-01408-LEMH, in the amount of $181,752.00, during the project period extending from October 1, 2024 to September 30, 2026; to implement a comprehensive stress management and suicide prevention program with mandatory mental health checks for select units within the Omaha Police Department (OPD); expand a comprehensive stress management and suicide prevention program with mandatory mental health checks for select units; enhance peer support and crisis response resources; and evaluate impacts in partnership with the University of Nebraska at Omaha (UNO) School of Criminology and Criminal Justice (SCCJ). to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance authorizing and directing an issue of general obligation bonds of the City of Omaha, Nebraska in the aggregate principal amount of not to exceed $85,000,000.00 to be termed for identification purposes “Various Purpose Bonds, Series 2024”; prescribing the form of said bonds; authorizing the sale of said bonds by negotiation; directing the preparation of a transcript of proceedings authorizing the issuance, sale and delivery of said bonds; appointing a Paying Agent and Registrar; approving the selection of an underwriter; directing that said bonds shall initially be issued and registered in bookentry form; providing for continuing disclosure; delegating authority to an Authorized Officer to determine the final prices, interest rates, principal amounts and redemption provisions for said bonds.
An ordinance authorizing and approving a Lease Purchase Agreement between the City of Omaha Public Facilities Corporation and the City of Omaha, Nebraska a copy of which Agreement is included as Exhibit A and incorporated herein by this reference, to provide funds for the lease-purchase of and the financing of the costs of acquiring certain real property at the Crossroads Redevelopment Site in Omaha, Nebraska; authorizing and approving a Site Lease Agreement between the Corporation and the City for the leasing of the project site by the City to the Corporation, a copy of which Site Lease is included as Exhibit B and incorporated herein by this reference; approving an Indenture of Trust between the Corporation and BOKF, National Association, as Trustee and Paying Agent, a copy of which Indenture is included as Exhibit C and incorporated herein by this reference; approving the terms and conditions of the Corporation’s approximately $40,000,000.00 aggregate principal amount Lease Revenue Bonds, to be issued in one or more series and to be designated as either tax-exempt or taxable obligations as set forth in the Indenture and the issuance and delivery thereof; delegating authority to the City’s Finance Director to determine the number of series, final prices, interest rates, principal amounts, the tax-exempt or taxable status and redemption provisions for the Bonds; and satisfying applicable federal income tax law requirements for any series of bonds issued as tax-exempt obligations.
An ordinance approving an Eighth Amendment to the Agreement and Lease between the City of Omaha and Metropolitan Entertainment & Convention Authority regarding the Omaha Convention Center/Arena; reduces and revises the amount of real property leased to MECA; and affects a lease of right of way by MECA for the vehicular drop-off lanes located along 10th Street at the front entrance of the Omaha Convention Center/Arena.
