NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in Conference Room 702, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, October 18, 2022, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 18, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Repair Exposed Sanitary Sewer Crossings, project identified as OPW 53696; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance vacating the east-west alley within Block 1, Kent’s Addition to South Omaha, lying east of the east right-of-way line of South 42nd Street, abutting Lots 1-13, Block 1, Kent’s Addition and abutting Lot 10 on the north property line, Mount Douglas 1st Addition, containing 4,113 square feet, in the City of Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance vacating the east-west alley within Block 7, Briggs Place, lying east of the east right-of way line of South 48th Street, abutting Lots 1-28, containing 10,203 square feet, in the City of Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance approving an Agreement between the City of Omaha, Nebraska and Douglas K. Nielsen of Cass County in Nebraska, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Douglas K. Nielsen will receive and land apply stabilized sewage sludge according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions for an agreement period ending December 31, 2026, with up to four automatic one-year renewals; to authorize the Finance Department to pay a sum not to exceed $0.60 per cubic yard of stabilized sludge from the Sewer Revenue Fund 21121.
An ordinance to approve an Interlocal Agreement between the City of Omaha and the City of Council Bluffs, Iowa for the receipt and disposition of yard waste, to commence October 1, 2022 and run through June 30, 2023 and is extendable for one (1) additional year upon written consent by both the City of Omaha and the City of Council Bluffs, involving the reimbursement of money involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Department of Transportation - Highway Safety Office, Highway Safety Program Grant in the amount of $95,000.00, during the period of October 1, 2022 to September 30, 2023; to support selective enforcement overtime operations and educational presentations as part of the Project Night Life Expansion project; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve an amendment to the Collective Bargaining Agreement between the City of Omaha and the Professional Firefighters Association of Omaha, Local No. 385, AFL-CIO-CLC; to approve an Addendum as contemplated by Article 39 of the Collective Bargaining Agreement to implement a Special Pay 401(a) Plan and a Health Reimbursement Arrangement (“HRA”) for covered employees that will be available to the employees upon retirement; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Noddle BD1, LLC, to implement the 1501 Mike Fahey Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 615 North 16th Street, which proposes the new construction of a four story mixed use office and commercial building of about 115,000 square feet; the agreement authorizes the use of up to $5,683,600.00, plus capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Keeline Building LLC, a Nebraska limited liability company, to implement the Keeline Building Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 319 South 17th Street, which proposes to rehabilitate the 61,000 square foot historic building; the agreement authorizes the use of up to $1,093,357.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to approve an Agreement between the City of Omaha and USI Insurance Services, LLC to provide broker services to the City of Omaha for a three-year period with an option to extend said Agreement for two (2) additional one-year periods for the purpose of procuring insurance for various City properties; the Agreement contemplates an annual fee of $70,000.00 payable each year on the anniversary date of the Agreement.
An ordinance to approve a Non-Exclusive Public ROW License Agreement between the City of Omaha and Google Fiber Inc., for a period of ten years with additional ten-year options; authorizing the Mayor to sign and the City Clerk to attest the Non-Exclusive Public ROW License Agreement.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the FY 2021 Assistance to Firefighters Grant (AFG) Grant Program – Wellness and Fitness Program, Award #EMW-2021-FG-05575 from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA). The total grant award is in the amount of $1,012,500.00 with a required match of $101,250.00 by the Omaha Fire Department from Fund 12168, Organization 114516, for a total program amount of $1,113,750.00, during the project period extending from September 22, 2022 to September 21, 2024; to provide funding for physicals and cancer screenings that are gender and age appropriate according to the recommendations of NFPA 1582; to authorize payment from such grant funding and the Omaha Fire Department match, involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance approving a Professional Services Agreement between the City of Omaha and Risetek Global, LLC to procure, implement and support a comprehensive parking and mobility management system for the Omaha Parking and Mobility Division of the Public Works Department for OPW 54207, being the PARCS Garage Controls and Technology Systems (2021) Project, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Risetek Global, LLC will provide these services currently estimated to be $767,220.00, with a one year initial term and four separate one-year renewal terms for licensing and maintenance services.
An ordinance approving a Professional Services Agreement between the City of Omaha and Cale America, Inc. dba Flowbird Group to procure, implement and support a comprehensive parking and mobility management system for the Omaha Parking and Mobility Division of the Public Works Department for OPW 54207, being the PARCS Garage Controls and Technology Systems (2021) Project, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Cale America, Inc. dba Flowbird Group will provide these services currently estimated to be $2,911,333.00, with a one year initial term and four separate one-year renewal terms for licensing and maintenance services.
