Posting Information:  Notice published in the Daily Record 09/05/2023.  Notice of meeting posted on the District website.  Agendas were posted at all Bennington Public School buildings three days prior to the meeting date.

 

I. Call Meeting to Order- President Allyson Slobotski called the meeting to order at 6:27p.m., noting the Open Meetings Act was posted on the south wall of the Board Room.

 

II. Public Forum- Two members of the public were present to speak.

 

III. Consent Agenda (Note: Items on the consent agenda are considered routine and will be enacted under one motion. There will be no separate discussion of these items at the meeting unless a Board Member requests an item removed from the agenda for separate action.)

Approval of Agenda, Approval of Minutes of the Monday, August 14, 2023 - City/BOE Joint Meeting, Monday, August 14, 2023 - Regular Meeting, Monday, August 28, 2023 - Special Meeting, Presentation of September Bills for Approval and Payment, Personnel:  Resignation(s) and Hiring of Personnel.

MOTION PASSED:  Motion to approve Consent Agenda as presented, passed with a motion by Allyson Slobotski and a second by Jeremy Dick.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Kristi Ryan: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

September 2023 Personnel Notes:  Certificated Staff Hire:  None.  Support Staff Hire:  Danika James - paraprofessional at Bennington South Middle School, Tricia Dlouhy - paraprofessional at Bennington South Middle School, Anna Kimball - Life Skills paraprofessional, Kiernan Rider – Nutrition Service at Bennington South Middle School, Bryanna Veach- paraprofessional at Pine Creek Elementary, Lisa Komor- paraprofessional at Anchor Pointe Preschool, Mackenzie Sederburg - paraprofessional at Anchor Pointe Elementary, McKenzie Higgins- paraprofessional at Bennington Elementary.  Certificated Staff Resignations: None. Classified Staff Resignations: Angela Stiles, Tyler Gillis.

 

IV. Items Removed from the Consent Agenda for Separate Action- No items were removed from the Consent Agenda.

 

V. Reports- Elementary, Middle School, High School, Student Services, Curriculum, Operations, and Superintendent presented reports to the Board.  Coordinator Report- Communications, Spotlight- New Teacher Induction.  Committees- Building and Finance and Curriculum Committees updated the Board on past meetings.

 

VI. Unfinished Business

Discuss, Consider, and Take Action to Revise Policy 605.02-Alternate Education Program and Add Policy 604.15 Information Relating to Dyslexia- The policies were recommended by NASB and the Policy Committee.

MOTION PASSED:  Motion to revise policy 605.02-Alternate Education Program and add policy 604.15-Information Related to Dyslexia, passed with a motion by Allyson Slobotski and a second by Steve Shannon.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Kristi Ryan: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

VII. New Business

VII.A. Discuss, Consider, and Take Action on Maintenance/Transportation Purchases- The Building and Finance Committee recommended the following be approved for maintenance, repairs, and transportation: Badger Stadium sound system $35,900, High School window replacement $7,316, District used bus $16,500, district van, TBD.

VII.B. Review 2023-2024 Budget Projections and Timelines- The BOE had the opportunity to review all the proposed budget and levy information during the Budget Hearing prior to the meeting. Dr. Plas highlighted a few key budget issues and allowed the BOE the opportunity to ask questions, make statements, or discuss the proposed 2023-24 budget as presented.

 

VIII. Time and Date of Next Meetings- September 25, 2023- Special Meeting to Approve Budget at 6:00 P.M.  October 9, 2023, Regular Meeting at 6:00 P.M.

 

IX. Adjournment- Motion to adjourn the meeting at 7:33 p.m. made by Allyson Slobotski, seconded by Jeremy Dick.

UNAPPROVED MINUTES

 

Notice of place and time for the Hearing along with the proposed budget was advertised in the Daily Record on September 5, 2023, meeting all requirements including being published at least five days prior to the hearing.  Hearing notices were also posted on the Bennington District website and at each District building.

 

Attendance Taken at 5:58 PM. Jeremy Dick: Present, Tim Dreessen: Present, Kara Neuverth: Present, Kristi Ryan: Present, Steve Shannon: Present, Allyson Slobotski: Present.

 

I. Call Special Public Hearing to Order- President Allyson Slobotski called the hearing to order at 6:00 PM noting the meeting was held under the Open Meetings Act, a copy was located on the south wall of the Board Room.

 

II. Presentation of the 2023-2024 Budget- Dr. Plas provided a comprehensive review of the proposed 2023-24 budget including information on growth, budgeted expenses, and proposed tax levy.

 

III. Conduct Public Hearing on the 2023-2024 Budget- State law (13-506) requires school districts to conduct a public hearing on its proposed budget statement. The BOE will have the option to approve the budget during the Special Meeting on Monday, September 25th.  Two members of the public were present to speak.

 

IV. Adjourn- Motion to adjourn the Hearing at 6:26 p.m. made by Tim Dreessen, seconded by Jeremy Dick.  All in favor.
