Notice is hereby given that the City Council of the City of Omaha met on January 23, 2024 and passed and approved the following ordinances:

 

ORDINANCE NO. 43661

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 13712 Military Road from AG-Agricultural District to DR-Developmental Reserve District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots A through J, Westbrook Hills, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG -Agricultural District to DR-Developmental Reserve District.

ORDINANCE NO. 43662

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 13712 Military Road from AG-Agricultural District to R5 - Urban Family Residential District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-200, WESTBROOK HILLS, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG - Agricultural District to R5 - Urban Family Residential District.

AN ORDINANCE declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing F Street, 156th to 144th Street Pavement Improvements and Panel Repair, project identified as OPW 54220; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.

AN ORDINANCE to approve a Non-Exclusive Public ROW License Agreement between the City of Omaha and Iowa Network Services, Inc., OBA Aureon Network Services, for a period of ten years with additional ten-year options; authorizing the Mayor to sign and the City Clerk to attest the attached Non-Exclusive Public ROW License Agreement; and providing the effective date hereof.

ORDINANCE NO. 43667

AN ORDINANCE to approve the attached Agreement between the City of Omaha and HUB International Great Plains to act as the third party administrator for the City of Omaha Employees Retirement System (GOERS) Cash Balance Plan; the term of the agreement is for three years beginning January 1, 2024 and ending on December 31, 2026 with two one(1) year options; to authorize the Mayor to execute and the City Clerk to attest any documents required to move forward with such proposal; to authorize payment to such third-party administrator in the amount of $37,000 for 2024 with an annual increase not to exceed five (5) % from General Fund 11111, Organization 119014, Account 42239; and involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, and to provide an effective date.

AN ORDINANCE to accept the quote from CNC Technologies, LLC. for the subscription for CNC.Live service for the years 2024 and 2025, with appropriations over a period of two years for a cost of $43,800.00 for the year 2024 and $44,800.00 for the year 2025, for a total cost of $88,600.00; the subscription allows for the ability to transmit, receive and distribute live video and data from the helicopters to ground personnel for the Omaha Police Department Air Support Unit; with payment to be made from the Omaha Police Department General Fund 11111, Organization 113182 Air Support Unit, Account 42266 Information Technology Contracted; and to provide the effective date hereof.

AN ORDINANCE (1) to approve an agreement between the City of Omaha and Together Inc. of Metropolitan Omaha in the amount of one hundred, forty-four thousand dollars ($144,000) to authorize funding for such agreement from the Community Services, Keno/Lottery Proceeds Fund 12118, Organization 126045; to provide funding for the Crisis Engagement Hotel/Motel Voucher Program to address the immediate housing needs for people in crisis; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.

CITY OF OMAHA

AIR QUALITY CONTROL

 

Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Epsen Hillmer to revise their operating permit for the printing facility at 13748 “F” Street.  The potential emissions, in tons per year, for the facility after the revision will be: VOC 40.0, single HAP 2.0 and total HAPs 4.0.

No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.

All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from January 31, 2024 to March 3, 2024. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position.  The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.  Comments should be mailed to:

Request for Qualifications

for

Professional Engineering Services

 

The Omaha Streetcar Authority (OSA) is requesting qualifications of consulting engineering firms to act as an Owner’s Representative (Provider) for the Streetcar Project. The Provider will assist in supporting the key OSA personnel in various areas including but not limited to design review, cost estimation, RFI, and tracking construction activities.
