PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on March 3, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance to approve Amendment No. 1 to a Construction Manager at Risk (CMAR) Agreement, initially approved by the City Council by Resolution No. 1004 on September 17, 2024, between the City of Omaha and McCarthy Building Companies, Inc. for OPW 54503, being the Papillion Creek Water Resource Recovery Facility (PCWRRF) Secondary Expansion project, for a Guaranteed Maximum Price (GMP) of $411,028,480.00; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments according to actual usage, from a specific account.

 

An ordinance to approve an Agreement between the City of Omaha and Aqua-Aerobic Systems, Inc., formally known as a Procurement Contract, for OPW 54503, being the Papillion Creek Water Resource Recovery Facility (PCWRRF) Secondary Expansion project, in an estimated total amount of $88,465,230.00; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing North Ridge Drive 5B Project, project identified as OPW 54546; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and The Mensch Group, LLC, to implement the Conestoga Collection Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2415 Florence Blvd., which proposes the construction of four affordable new single family for-sale homes; the agreement authorizes the use of up to $226,299.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Copperfields, for the property located at 3701 South 203rd Plaza, to reduce the required bufferyard from 30 feet to 25 feet along the east lot line of Lot 1, Replat 6, to accommodate covered patios; and to move the required curbside landscaping and pedestrian-level lighting to the east of sidewalk along 203rd Plaza.

 

An ordinance to accept the bid award of Panga Lawn & Snow Services, in the amount of $104,400.00 to provide maintenance of all plant materials, turf, irrigation systems and hardscape areas previously planted or installed along Abbott Drive for the City of Omaha, through December 31, 2026, with the option of two (2) additional one-year term extensions.

 

An ordinance to approve the payment based upon the quote from Axon Enterprise, Inc. in the amount of $756,596.60 for use of Axon Officer Safety packages (both Taser 10 and BWCs), providing a unique and non-competitive product, and as provided in Chapter 5.16 of the Home Rule Charter 1956 as amended, is hereby approved, and that the Finance Department of the City of Omaha is authorized to pay total cost of $756,596,60; with current fiscal year payment to be made from the Omaha Police Department Equitable Sharing Fund 17121, Organization 177771, Project 7795, Task D.1, Award 101309, Account 46617 Safety Equipment in the amount of $175,882.46; and the years remaining payments to be made from the Omaha Police Department General Fund 11111, Organization 113171 Training Academy Unit, Account 46617 Safety Equipment in the amount of $376,080.35; and Omaha Police Department General fund 11111, Organization 113213 Information Technology Unit, Account 42266 Information Technology Contracted Services in the amount of $204,633.79.

 

An ordinance to approve and authorize a professional services contract between the City of Omaha and Public Consulting Group LLC (PCG) for services involving the payment of money from appropriations of more than one year in accordance with sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956 as amended; to provide for payment to PCG of a contingency fee, equal to ten percent (10%) of the federal share of reimbursements received by the City under the Nebraska Ground Emergency Medical Transport (GEMT) Program, for services rendered from November 1, 2025 through June 30, 2028, to be paid from Fund 11111, Organization 114582 Emergency Medical Response, 42239 Professional Fees; to authorize the Mayor to execute the contract and any further agreement to implement the contract.

 

An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Department of Justice, United States Marshals Service Joint Law Enforcement Operations Task Force in the amount of $74,614.14, during the project period of October 27, 2025 to September 30, 2026; to be utilized by the Omaha Police Department to support overtime operations; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to approve the Collective Bargaining Agreement between the City of Omaha and the Omaha Police Officers’ Association for a term of December 21, 2025 to December 18, 2027; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the bargaining unit described in Article 1, Section 1, of said Collective Bargaining Agreement.

 

An ordinance to amend Sections 23-177, 23-184, 23-342, 23-365, 23-369, 23-374, 23-403, 23-417, 23-514, 23-536, 22-76, and 22-79 of the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Omaha Police Managers Association for the years 2026 and 2027; to provide for a wage increase for individuals holding the rank of Police Chief and Deputy Police Chief; to provide that members of the group will receive the same Health Savings Account contributions as other City employees enrolled in the City’s High Deductible Healthcare Plan (HDHP); to allow for the sale of an additional forty (40) hours of annual leave in 2026 for those who qualify for sellback; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in Police Management.
