CITY OF OMAHA

     Notice is hereby given that the City Council of the City of Omaha met on August 20, 2019 and passed and approved the ordinances entitled:

 

ORDINANCE NO. 41927

     AN ORDINANCE to authorize the acceptance of an agreement between Heartland Workforce Solutions (HWS), the Greater Omaha Workforce Development Area Provider, and National Able Network. in the amount of two million, eighty thousand dollars ($2,080,000); for Adult and Dislocated Worker services at the Greater Omaha Workforce Development Area One Stop Center; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the agreement between Heartland Workforce Solutions and National Able Network. in the amount of two million, eighty thousand dollars ($2,080,000), budgeted from the U.S. Department of Labor FY 2019 Workforce Innovation and Opportunity Act (WIOA) allocations to the Greater Omaha Workforce Development Area, is hereby authorized for acceptance. Section 2. That, the agreement extends from July l, 2019 to June 30, 2021, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, total expenditures as outlined in the attached agreement, from such funds and involving appropriations of more than one year, are hereby approved. Section 3. That, funding from U.S. Department of Labor FY 2019 WIOA allocations in the amount of one million, two hundred seventy-five thousand dollars ($1,275,000) will be used for program activities between July, 2019 and June 2020; funding for this agreement between July 1, 2020 June 30, 2021 will be subject to the U.S. Department of Labor FY 2020 WIOA allocation. Section 4. That, the Mayor serves as the Chief Elected Official of the Greater Omaha Workforce Development Area and that Heartland Workforce Solutions administers U.S. Department of Labor WIOA funds for the Greater Omaha Workforce Development Area. Section 5. That, Heartland Workforce Solutions followed the City of Omaha’s request for proposal (RFP) process in the selection of National Able Network. Section 6. That, this Ordinance, being administrative and not legislative in character, shall be in full force and take effect immediately upon passage.

ORDINANCE NO. 41928

     AN ORDINANCE to authorize the acceptance of an agreement between Heartland Workforce Solutions (HWS), the Greater Omaha Workforce Development Area Provider, and Dynamic Educational Systems, Inc. in the amount of one million, two hundred seventy-five thousand dollars ($1,275,000); to benefit Workforce Innovation and Opportunity Act (WIOA) eligible persons under Title I Youth at the Greater Omaha Workforce Development Area One Stop Center; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. ORDINANCE NO. 41929

     AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Commission on Law Enforcement and Criminal Justice, FY 2019 Office of Violence Prevention (OVP) Grant Program, Award #19-VP-5006, in the amount of thirty-five thousand dollars ($35,000), during the project period extending from July 1, 2019 to June 30, 2020; to provide funding for Human DNA Testing to be performed by the University of Nebraska Medical Center Human DNA Identification Laboratory on evidence obtained by the Omaha Police Department in firearms cases; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the acceptance of and disbursement from the Nebraska Commission on Law Enforcement and Criminal Justice, FY 2019 Office of Violence Prevention (OVP) Grant Program, Award #19-VP-5006, in the amount of thirty-five thousand dollars ($35,000), during the project period extending from July 1, 2019 to June 30, 2020; to provide funding for Human DNA Testing to be performed by the University of Nebraska Medical Center Human DNA Identification Laboratory, identify human DNA, and link DNA to firearms, is hereby approved. Section 2. A copy of such grant award and special conditions, grant program narrative, and budget and budget narrative are attached and by this reference made a part hereof. Section 3. That, the grant period extends from July 1, 2019 to June 30, 2020, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, approval of this Ordinance, involving appropriations of more than one year from receipts of grant funds and expenditures, is hereby authorized. Section 4. That, there is no match with this grant award. Section 5. That, this Ordinance, being administrative and not legislative in character, shall be in full force and take effect immediately upon passage.

ORDINANCE NO. 41930

     AN ORDINANCE (1) to approve an Agreement between the City of Omaha and Douglas County Administrative Office in the amount of six thousand, nine hundred twenty three dollars ($6,923); and (2) to authorize funding for such agreement from the City of Omaha's FY 2018 STOP School Violence Prevention Program (SVPP), Award #2018-SV-WX-0045, awarded by the U.S. Department of Justice, Office of Community Oriented Policing (COPS); to provide funding for the travel of three employees serving as members of the Threat Assessment and Crisis Intervention Team to the Association of Threat Assessment Professionals Conference in 2019 and 2020; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the agreement between the City of Omaha and Douglas County Administrative Office in the amount of six thousand, nine hundred twenty three dollars ($6,923) to provide funding for three employees serving as members of the Threat Assessment and Crisis Intervention Team to the Association of Threat Assessment Professionals Conference in 2019 and 2020, budgeted from and funded by the U.S. Department of Justice (DOJ), Office of Community Oriented Policing (COPS), FY 2018 STOP School Violence Prevention Program, Award #2018-SV-WX-0045; is hereby approved. Section 2. That, the Agreement shall extend from June 1, 2019 to September 30, 2020, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, total expenditures as outlined in the attached budget, from such grant funds and involving appropriations of more than one year, are hereby authorized and the Finance Director is authorized to make payment in accordance therewith. Section 3. The total required financial match for this award has been committed by a private foundation, as documented in the award acceptance, and provided herein. Section 4. That this Ordinance being administrative, and not legislative, in character shall be in full force and take effect immediately upon passage.
