Notice is hereby given that the City Council of the City of Omaha met on April 30, 2024 and passed and approved the following ordinances:

 

ORDINANCE NO. 43815

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 182nd and Fort Streets from AG-Agricultural District to R4-Single-Family Residential District (High Density).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 33-189 and Outlots B-D, Woodbrook West, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to R4-Single-Family Residential District (High Density).

ORDINANCE NO. 43789

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 3002 Paddock Road from R6- Low-Density Multiple-Family Residential District to R7-Medium-Density Multiple-Family Residential District.

ORDINANCE NO. 43790

AN ORDINANCE to approve a Major Amendment to a PUD-Planned Unit Development Overlay District located at 3002 Paddock Road, to approve the Development Plan, and to provide for an effective date.

Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a Major Amendment to the PUD-Planned Unit Development Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: LANDS SEC-TWN-RGE 34-15-12 -EX RD & W 0.7 FT- IRREG SW 8.6 AC NE 1/4 NW 1/4 -- 8.6 AC, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.

AN ORDINANCE to approve a five-year agreement with U.S. Venture, Inc., for the sale of Biogas by the Papillion Creek Water Resource Recovery Facility, with the option to extend the agreement for one additional five-year term; involving the acceptance of payments for more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments applied to a specific account; and to provide an effective date hereof.

SPECIAL ORDINANCE NO. 10362

A Special Ordinance to approve the Omaha Downtown Improvement District Association (ODIDA) 2024-2025 Budget and Workplan and levying a special tax and assessment on all lots and pieces of real estate within Business Improvement District No. 6874 in the City of Omaha in the amount of $699,696.56; such assessment shall cover the costs anticipated by the Business Improvement District for March 2024 to February 2025 and contemplated by Ordinance No. 37504 which was approved by the City Council of the City of Omaha on October 3, 2006, and reauthorized by Ordinance No. 38957 approved on March 8, 2011 and amended by Ordinance No. 41463 approved on April 26, 2018; and to provide an effective date therein.

AN ORDINANCE to accept the bids of and approve respective agreements with Vixen L.L.C., TMC Complete Construction, Inc., OHMS-NE-L.L.C., and B.J.’s Fleet Wash, L.L.C., to provide homeless encampment cleanup, on an as-needed basis, over the duration of the agreements, with the agreements being for a one-year period; and to provide an effective date hereof.

AN ORDINANCE approving a Master Development Agreement between the City of Omaha, the Omaha Housing Authority, and Brinshore Development LLC. This Master Developer Agreement governs the relationship with respect to the “housing plan” component of the Choice Neighborhoods Implementation (“CNI”) Grant Transformation Plan, and to provide an effective date thereof.

AN ORDINANCE to amend Omaha Municipal Code Sections 10-150, 10-151, 10-152, 10-153, and 10-154; to increase the contract threshold for participation in the City’s Contractor provisions from $500,000 to $650,000; to change definitions of certain terms to make the definitions consistent with terminology in other city ordinances; to make clear that these provisions apply to projects involving city facilities and not only those within the city limits; to repeal Sections 10-150, 10-151, 10-152, 10-153, and 10-154 as heretofore existing; and to provide the effective date thereof.

AN ORDINANCE to amend Omaha Municipal Code Sections 10-160, 10-160.1, 10-160.2, 10-160.3, and 10- 160.4; to rename the City’s Economic Equity and Inclusion Program and clean up language in the provisions; to clarify language as to who is required to comply with the Economic Equity and Inclusion Program and to increase the thresholds requiring participation in the Plan to account for the passage of time; to ensure that entities using city funds are required to comply with the Economic Equity and Inclusion Program; to clarify requirements for quarterly and annual reports and penalties for non-compliance; to repeal Sections 10-160, 10-160.1, 10-160.2, 10-160.3, and 10-160.4 as heretofore existing; and to provide the effective date thereof.

         OMAHA METRO TRANSIT AUTHORITY

NOTICE OF

REQUEST FOR PROPOSALS (RFP)

Transit Bus Tire Purchase

(“Project”)

 

The Regional Metropolitan Transit Authority of Omaha, d/b/a Metro (“Metro”) is requesting proposals from qualified responsible vendors for the performance of Work in conformity with the Contract Documents for Transit Bus Tire Purchase. Metro will receive proposals, until May 29, 2024, 2:00 p.m. Central Time, (“Submission Deadline”) for the purposes of Transit Bus Tire Purchase that will meet present and future Metro needs. The provider must specify all required professional services offered for the proposal. Proposals not received by Metro as of the Submission Deadline will not be considered responsive and will not be opened. Proposals not meeting specified delivery and methods of submittal will not be considered responsive and will not be opened. Metro reserves the right to extend the Submission Deadline by issuing an Addendum.

Proposers shall refer to the RFP Documents for detailed deliverables. For this Proposal, there are various elements and services associated with the Scope of Work. Metro’s intent is to select Proposers for consideration of awarded contract who demonstrate qualified and affirmed capabilities, resources, staffing, scheduling and delivery capabilities for Transit Bus Tires Purchase and all associated equipment and work to be provided for the Scope of Work.

The current forms of the RFP and all issued Addenda are available for inspection at Metro’s Administrative Offices located at 2222 Cuming Street in Omaha, Nebraska (“Administrative Offices”) and online at the following link www.ometro.com/procurement/. Metro reserves the right to modify all or any of the same at any time prior to the Submission Deadline through an Addendum.

Proposals must be received with all required submittals as stated in the RFP, no later than May 29, 2024, at 2:00 p.m. Central Time.  Each Proposal must make reference to the Project by name in the upper left-hand corner and shall identify the contents of the package as a “Proposal for Transit Bus Tire Purchase” and identify the name and address of the Proposer.

Proposals received after the time specified shall not be considered for award. Proposals received via facsimile (fax) or electronic mail (e-mail) shall not be considered. Proposals not meeting specified delivery and method of submittal will not be opened nor considered responsive.
