PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 29, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance to amend Ordinance No. 42895 adopted on March 8, 2022 which approved the Contract with DPS, LLC, for OPW 54156, being the transportation of Sludge Cake Biosolids, Missouri River Water Resource Recovery Facility (WRRF), & Papillion Creek WRRF Project by correcting the end date of the original term of the Contract in the Ordinance from December 31, 2024 to December 31, 2025.

 

An ordinance authorizing the issuance of a purchase order to Medi-Waste Disposal, LLC, for medical waste (sharps) disposal to be utilized by the Under the Sink HHW Collection Facility of the Environmental Quality Control Division, to be effective for a period concluding January 22, 2026; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance vacating a 50’ x 331’ portion of Craig Avenue lying east of the east right-of-way line of North 57th Street, abutted on the south by Lot 1, Benson View Acres, and abutted on the north by the Southwest ¼ of the Northwest ¼ of Section 30, Township 16 N, Range 13 East, an Addition to the City of Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.

 

An ordinance levying a special tax assessment for condemned buildings or structures in accordance with Section 48-93 of the Omaha Municipal Code on certain lots in the City of Omaha, Group No: 2024-01.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for West Dodge Pointe, for the property located at 17335 Burt Street, to allow an Automotive Sales use on the subject site.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Antler View East, for the property located southwest of 180th and West Maple Road, to add Outdoor Sports and Recreation and Surface Parking as permitted uses. The request also includes waivers to the minimum Office area, bufferyards, and the Green Corner.

 

An ordinance to amend section 44-151 of Chapter 44, Article V, Division 1 of the Omaha Municipal Code governing the City’s adoption of the 2023 version of the National Electrical Code.

 

An ordinance approving a People Plan Delivery Agreement between the City of Omaha and the Omaha Housing Authority. This People Plan Delivery Agreement governs the relationship with respect to the “People Plan” component of the Choice Neighborhoods Implementation (“CNI”) Grant as approved by the Department of Housing and Urban Development (HUD).

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Benson Business Improvement District No. 6875 and the City of Omaha to cover the costs and expenses of the Benson Business Improvement District No. 6875 created by Ordinance No. 38876 on November 23, 2010 and amended by Ordinance No. 39207 on December 20, 2012 which remain unpaid for 2023 – Group 6875-24.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Blackstone Business Improvement District No. 6877 and the City of Omaha to cover the costs and expenses of the Blackstone Business Improvement No. 6877 created by Ordinance No. 39864 on December 10, 2013, amended by Ordinance No. 40480 on August 25, 2015, reauthorized by Ordinance No. 41350 on December 12, 2017 and amended by Ordinance No. 41624 approved on October 30, 2018 which remain unpaid for 2023 – Group 6877-24.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Dundee Business Improvement District No. 6876 and the City of Omaha to cover the costs and expenses of the Dundee Business Improvement District No. 6876 created by Ordinance No. 39268 approved March 13, 2012 and amended by Ordinance No. 41911 on July 30, 2019 which remain unpaid for 2023 – Group 6876-24.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Elkhorn Business Improvement District No. 6878 and the City of Omaha to cover the costs and expenses of the Elkhorn Business Improvement District No. 6878 created by Ordinance No. 40993 on December 13, 2016 which remain unpaid for 2023 – Group 6878-24.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the South Omaha Business Improvement District No. 6880 and the City of Omaha to cover the costs and expenses of the South Omaha Business Improvement District No. 6880 created by Ordinance No. 42492 on April 13, 2021 which remain unpaid for 2023 – Group 6880-24.

 

An ordinance to accept the bid from Midwest Security Enterprises, LLC dba Signal of Omaha, to provide security services for Omaha Public Libraries, in accordance with the lowest bid meeting specifications, for an estimated annual cost of $733,145.00 (2024 $123,672.50; 2025 $471,065.00; and 2026 $551,827.50, for an estimated total agreement amount of $1,146,565.00), for a period of two (2) years from approximately October 1, 2024 (subject to approval by the City of Omaha City Council), with an option to extend the agreement for two (2) additional one (1)-year periods.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the salary for the employment classification known as Applications Analyst from a salary range of $71,677.00 to $93,475.00 to a salary range of $71,677.00 to $99,694.00; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the title of the employment classification known as Wastewater Monitoring Technician to Utility Monitoring Technician and changing the hourly pay range of the renamed classification from a range of $20.57 to $28.17 to a range of $23.32 to $29.98; to repeal Section 23-177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Utility Maintenance Scheduler and Coordinator with a salary range of $61,963.00 to $92,934.00; to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Senior Utility Field Coordinator with a salary range of $62,130.00 to $84,240.00; to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Utility Field Coordinator with a salary range of $57,200.00 to $75,608.00; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding employment classifications entitled Utility Heavy Equipment Operator with a hourly pay range of $23.77 to $34.53, Utility CCTV Technician with a hourly pay range of $23.77 to $34.53, Utility Equipment Operator with a hourly pay range of $23.48 to $31.22, Utility Construction Technician with a hourly pay range of $22.46 to $30.97, Utility Maintenance Technician with a hourly pay range of $22.02 to $30.30, Utility Locator with a hourly pay range of $18.84 to $27.12, and Utility Maintenance Worker with a hourly pay range of $18.84 to $27.12; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to authorize the acceptance and disbursement over more than one fiscal year from the FY 2024 State Homeland Security Grant (SHSG) Award #EMW-2024-SS-05055 and budget in the amount of $203,088.50.00 from the Nebraska Emergency Management Agency (NEMA), during the award period of September 1, 2024 through August 31, 2026, to provide law enforcement and emergency response communities in Douglas, Sarpy, and Washington Counties with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism; to authorize payment from such grant funding involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “A” Flammable Liquids Storage District to be known as District No. A-168 at 10407 State Street as requested by Metropolitan Community College.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on November 5, 2024, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:

 

Class “C” Liquor License for Cortez Bar, LLC, dba “Penthouse”, located at 4530 South 84th Street.

 

Class “I” Liquor License for Casa Jalisco, LLC, dba “Casa Jalisco Mexican Bar & Grill”, located at 14242 Fort Street, Suites 1088-109.

 

Class “I” Liquor License for Edge of the Universe, LLC, dba “Edge of the Universe”, located at 6070 Maple Street.

 

Anyone interested in these matters or desiring to give evidence in support of or in protest against the issuance of such license should be in attendance at this meeting.
