NOTICE TO PUBLIC

 

The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in Conference Room 702, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, October 17, 2023, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

“Pursuant to Chapter 34, Article VI, Division 3 of the Omaha Municipal Code, you are hereby notified that:

 

It shall be the duty of the occupant, as well as the duty of the owner, of any lot or land or real estate in the city to clear all ice and snow from the sidewalks adjoining the said lot, land or real estate within 24 hours after the city has declared that snow removal operation on the city’s major streets are complete. The failure or refusal of any owner or occupant to fulfill this duty and to clear all ice and snow and other obstructions from the sidewalks has been declared unlawful and may be punishable pursuant to Omaha Municipal Code Sec. 1-10. It is also unlawful for any person to place snow or ice upon any street or alley right-of-way from private driveways, sidewalks, lots, or other private property.

 

Pursuant to Omaha Municipal Code Sec. 34-335 the City of Omaha has the authority to clear the sidewalks of the hazard created by snow and ice. The expense the City incurs for removing snow and ice accumulations upon sidewalks may be assessed against the adjoining property, at the following rates:

 

Amount of Snow in inches               Cost per Lineal (running) Foot of Sidewalk to remove*

Trace (or ice) to 5.99-inches                             $3.45 per Lineal Foot (includes 15% administrative fee)

6-inches to 11.99 inches                                  $11.50 per Lineal Foot (includes 15% administrative fee)

12.00-inches or greater                                      $8.63 per Lineal Foot (includes 15% administrative fee)

*Based on a maximum standard residential sidewalk width of 5 foot. If sidewalk is greater than

5 foot wide a multiplier will be added.

 

Additionally, if it has been determined that a property has been in violation of Chapter 34, Article VI, Division 3 within a previous 36 month period, an additional penalty of $150.00 will be assessed for a second violation and $300.00 will be assessed for a third and each subsequent violation. The City of Omaha Public Works Department thanks the City for their cooperation in clearing the sidewalks.”

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 17, 2023, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the Bensonvale Acres Street Improvement Phase 1, identified as OPW 54285; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.

An ordinance to approve an agreement between the City of Omaha and LexisNexis® Coplogic Solutions for the ongoing support and maintenance of the online citizen reporting system called LexisNexis® Desk Officer Reporting System (DORS), with appropriations over a period of five (5) years from August 1, 2023 to July 31, 2028; that in consideration, the City shall pay LexisNexis® a total cost of $179,342.61 over the five (5) year period.

An ordinance to approve a three-year Agreement between the City of Omaha and the Nebraska Humane Society for animal control services for the years 2024-2026; to authorize payments of $1,623,600 for 2024, $1,671,690 for 2025, and $1,721,841 for 2026 as specified therein from Omaha Keno/Lottery Fund 12118, Organization 126021.

An ordinance to approve an agreement with BiblioCommons Corp. for a three (3)-year subscription renewal of products and services (to include BiblioCore; BiblioWeb; BiblioSuggest; BiblioFines; BiblioApps; Augmented Content [Library Thing]; and BiblioCore Language [Spanish]), involving a unique or non-competitive purchase under Section 5.16 and involving appropriations of more than one (1) year in conformity with Section 5.17, both of the Home Rule Charter of the City of Omaha, 1956; to provide for payment to BiblioCommons Corp. for these products and services in a total estimated amount of $561,819.50, covering the period from February 1, 2024 to January 31, 2027.

An ordinance to amend Section 30-263 of the Omaha Municipal Code regarding the application procedure for a firework sales permit.
